Civil Operations (Coalition Support)

Civil Operations specialists coach community coalitions to more effective process implementation. Counterdrug personnel work with community leaders through local coalitions to improve the processes of coalitions, thus, improving their effectiveness. The Counterdrug Civil Operations specialists' strategic support helps create a strong foundation for coalitions working to prevent substance abuse. The skills developed while building coalitions at home enable Counterdrug personnel to recognize and help resolve societal issues at their deployed locations.

Leadership Development

Through local coalitions in your area, we support camps, retreats, seminars and programs not primarily associated with educational institutions that focus on developing drug abuse prevention leadership skills in youths and adults. This includes activities such as cadet programs, youth leadership camps, summer training courses for youth leaders, and parent training programs.

Coalition Development

The National Guard brings unique skills to help build coalitions. Trained under the principals of prevention established by Community Anti-Drug Coalitions of America (CADCA), we offer the following tools that can be applied at any point for a coalition:

  • Mission and Vision Statement Development - this tool clearly identifies to current and potential members the reason why the coalition exists.
  • Problem Statement Creation - this tool identifies a single problem for a coalition to address, giving them focus as they develop strategies.
  • Root Cause Analysis - this tool helps coalitions come to a consensus on the core issues that create a problem in their community.
  • Logic Model Development - this tool creates a road map for a coalition to follow as they address specific problems in their community.
  • Resource Assessment Development - this tool creates a list of resources available to a coalition, making it easier to identify strategies that they can implement.
  • Kaisen Tool - utilizing state-of-the-art survey technology, we can produce in instant "report card" of how well a coalition is organized, measuring all of the above areas and providing an instant report to your coalition.

In addition, we can help in promotion and delivery of drug prevention message throughout a community. We can aid in developing workshops, facilitating meetings, and organizing community members.
